Colleagues,
I
hereby invite you to attend the ECM-series of meetings which will be held
in Regensburg, Germany, on Saturday and Sunday, March 9-10, 2002.
Information on the location of the ECM can be obtained from the Web site:

The
ECM is being held immediately prior to the annual meeting of the German Physical
Society.
The
ECM-90 series of meetings will be the first occasion at which the work for
the triennium will be discussed by the Committees and forthcoming activities
of the Union will be planned. I very much hope that you will be able to attend
and participate in the discussions. All Councillors, Alternate Councillors,
Officers and Divisional Representatives are welcome to attend any of the Committee
meetings. It is only in the case of voting that formal Committee membership
is required.
Much of the information concerning the ECM 90 series of meetings has already been circulated by email by the Secretary General, Dr. W.D. Westwood. I have set up the relevant documents (this invitation, a draft schedule of the meetings, the Agenda for the ECM itself and a copy of the proxy form) on the Web at

If
you face a problem in reading them, please contact me.
As always, we need to worry about the quorum requirements for an IUVSTA ECM which are quite strict. I thus strongly request all Councillors or Alternate Councillors to complete the proxy form immediately, if a proxy for the triennium has not already been provided (a direct link to this form is at
http://www.glvt-cnrs.fr/cecm/personnel/barthes/)
and
to fax it to me (with a copy to Dr. Westwood) to safeguard our obtaining a
quorum. The proxy form will be cancelled if the Councillor or the Alternate
Councillor attend the meeting. Please note that proxies can only be given
to individuals who are themselves entitled to vote at the ECM
i.e. Councillors, Alternate Councillors or Officers.
The
ECM will be held at the Park-Hotel Maximilian in Regensburg, Germany. Some
accommodation and lunches packages for 2 nights or 3 nights assuming departure
on either Sunday 10th or Monday 11th have been arranged.

committee meetings will start on the morning of Saturday 9th March, the Executive
